What Is Handicap Parking?

Handicap parking – also known as accessible disability parking – refers to the permission to use special parking privileges. How to Get a Disabled Person Parking Permit

Step 1: Check if you qualify

​

Complete a simple online screening form – FREE. Answer a few questions about your medical condition. Describe your health concerns that make moving difficult and, in your opinion, justifies a handicap parking permit.

 

This step is entirely FREE - you are not charged until the doctor begins your virtual consultation.

 

If we have questions, we’ll either text or call you for clarification – before scheduling you for an online consultation.

 

If based on the initial screening we feel that your have a strong case, we’ll send you a link to register and pay for an telehealth consultation with a licensed provider.

 

Otherwise, we’ll let you know at this stage. If we can’t help – you pay nothing.

 

Step 2: Consult with a Careborne provider online


Confirm your identity by uploading a government-issued photo identification, such as a driver’s license, state ID card, or passport.

 

Attach your old medical records – it you have them. If you don’t but feel strongly that they will provide support for your claim, we’ll request them later from your other health care providers.

 

The Careborne doctor will assess your condition, review your medical history, and determine whether you meet eligibility criteria for a disability parking permit.

 

The actual consultation should not take more than 10-15 minutes – since most information you’ll already have collected during your registration.

 

What’s left is for the provider to verify:

 

  • The nature of your mobility impairment

  • Whether you can walk 200 feet without stopping to rest

  • The expected duration (permanent or temporary) of your disability

 

Once your information is verified, you’ll receive the completed and signed HSMV 83039 form electronically. We’ll also mail you a paper copy – just in case.

 

Step 3: Submit the completed application

Now that you’ve received the completed and signed form, deliver it to your local Tax Collector office. This can be done in person, by mail or via fax.

 

According to official rules of the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), photocopies of a doctor-signed HSMV 83039 form are legally accepted. If, for whatever reason, a particular office refuses to accept the emailed copy from you, we could fax it directly to your local tax collector or license plate agency. But hopefully, this will not be necessary.

 

If you’re applying by mail or fax, make sure to include a clear copy of your valid Florida Driver License, Florida Identification Card, US passport, or passport card. County tax collector offices must verify your identity and match the ID to the number listed on your Form 83039.

 

If you are applying for a temporary red placard, you need to include a $15 check or money order. Otherwise, the application is free.

 

Finally, if you are renewing, make sure to attach a copy of your expiring parking permit registration.

Placard or License Plates?

In Florida, you receive either a hanging placard or specialized license plates. Florida does not issue a separate wallet-sized card specifically for disability parking; instead, your physical Florida Driver License or ID card acts as your verification

 

The Hanging Placard

It is a large plastic blue tag that features the International Symbol of Accessibility. It includes a yellow validation sticker showing the expiration date.

 

You’ll hang it from your rearview mirror when the vehicle is parked in a disabled space. The identifying information must be visible through the windshield. For safety, state law requires you to remove it from the mirror while you’re driving or are being driven in the vehicle.

 

One side of the placard physically prints your Florida Driver License or ID card number. Because of this, your official ID (such as DL or passport) serves as your verification card. You are legally required to carry your ID whenever you use the placard so law enforcement can verify you are the rightful owner.

 

Portable disability placards can be transferred between vehicles, whether driving or riding as a passenger. This flexibility ensures the permit holder can access handicap parking spots regardless of which vehicle they’re using.

Specialized Wheelchair License Plates

If you have a permanent disability, you can choose to purchase a permanent Wheelchair License Plate instead of using a placard – eliminating the need to constantly hang and remove a placard from your rearview mirror.

 

They can be placed on all your personal vehicles, such as private automobiles, light trucks weighing 5,000 pounds or less, motor homes, or heavy trucks under 8,000 pounds.

 

Wheelchair license plates cost an additional $28 in addition to your standard annual vehicle registration fees. And unlike blue placards that last 4 years, wheelchair license plates must be renewed annually.

It’s important to remember that Handicap Parking does NOT give you the right to:

 

  • Park in fire lanes, emergency vehicle zones, or areas marked with red curbs

  • Block wheelchair-accessible ramps or crosswalks

  • Park in the blue diagonally striped access areas directly adjacent to accessible parking spaces. Under Florida law, this crosshatch area is legally designated as a strict no-parking zone to ensure individuals using wheelchairs, lifts, or ramps have enough room to safely enter and exit their vehicles (these areas are transfer zones, not parking spaces)

  • Park in loading/unloading areas already occupied by another vehicle

  • Violate fundamental traffic safety regulations

 

Disability parking fraud represents a serious problem with substantial consequences.

 

Disability parking permits belong to the individual with the disability, not the vehicle. The permit holder must be traveling in the vehicle (as either driver or passenger). Family members and friends cannot use the permit when the disabled person is not present.

 

Using someone else’s disability permit when the rightful holder is not present constitutes fraud and can result in permit confiscation.

If we need to obtain medical records from another healthcare provider, that provider may charge a reasonable fee for copying or releasing records. We'll let you know before requesting records.

 

In most cases, your total cost should be no more than $120.

Is your certificate legit?

Careborne follows the requirements set by the Florida Department of Highway Safety and Motor Vehicles. Every certificate we signed is prepared by a Florida-licensed healthcare professional following a live, synchronous clinical evaluation.

 

We don’t sell instant certificates or generate letters from online questionnaires. Your provider evaluates your individual circumstances, establishes personal knowledge of your situation, and determines whether a Disabled Person Parking Permit is clinically appropriate.

Do I have to be unable to walk to qualify?

No. You do not necessarily have to be unable to walk.

 

Some people with significant medical conditions can walk but cannot walk for extended distances without substantial difficulty, pain, shortness of breath, or the need to stop and rest. What matters is whether your condition meets Florida's legal criteria for a disabled parking permit.

What type of supporting paperwork do I need to provide?

You don’t need to have a stack of paperwork ready. While existing medical records or other supporting documentation can be helpful, they are not necessarily required.

 

Your Careborne provider will conduct their own professional assessment during your appointment and will make an independent determination based on your clinical evaluation.

If there are questions about your eligibility, we may have to request medical records from your previous healthcare providers. This, of course, will take some time.

 

If another provider charges a records fee, we'll let you know before requesting the records.

How does your service work?

It's simple:

Answer a few questions. Meet with the provider. Take the application to the appropriate Florida Tax Collector's office or license plate agency.

 

Careborne helps with the medical portion of the process, but the actual permit is issued by the State of Florida through its authorized offices.

Can I apply completely online?

You can complete the medical evaluation online, so you don't have to visit a doctor's office.

 

However, the state-issued permit itself is not issued by Careborne. Once your medical certification is completed, you will need to submit the application to a Florida Tax Collector's office or other authorized issuing location. You may do it in person, by mail, or by fax.

Can I get a temporary disabled parking permit?

Yes. Florida offers temporary disabled parking permits for people with qualifying temporary disabilities.

 

A temporary permit is generally valid for 6 months. If you still have a qualifying medical condition when your temporary permit expires, you may need a new medical certification.

Who can certify my disability?

Florida allows certain licensed healthcare professionals to complete the medical certification portion of the disabled parking permit application.

 

Depending on the circumstances, this may include a physician, physician assistant, advanced practice registered nurse (APRN), or chiropractor.

 

You can verify a Florida healthcare provider's license through the Florida Department of Health's MQA Search Portal.

Can Careborne guarantee that I will qualify?

No. A disabled parking permit is a medical and legal determination based on Florida's requirements. Careborne cannot issue a certification simply because someone requests one.

 

Our provider will evaluate your medical condition and functional limitations. If you meet the requirements, we'll complete the appropriate certification. If you don't qualify, we won't certify you.

Is my information private?

Yes. Your health information is maintained in a secure medical record and protected by federal privacy laws, including HIPAA.

 

For additional privacy, our routine emails do not contain your medical information. Instead, they direct you to a secure page where your identity is verified before you can view protected information.

Can I use my Florida disabled parking permit in other states?

Generally, yes. Disabled parking permits issued by Florida are recognized by other states under reciprocity agreements. However, parking rules and enforcement can vary from state to state, so you should follow the laws of the state or local jurisdiction where you are parking.

 

A Florida permit does not exempt you from other parking restrictions, such as time limits, payment requirements, or areas where accessible parking is specifically restricted.

Can someone else use my disabled parking permit?

Only when you are actually being transported in the vehicle.

 

The permit belongs to the person with the qualifying disability – not to the vehicle. A family member or caregiver may use your permit when driving you, but they may not use it for their own parking when you are not present.

Can I use my permit in a rental car?

Yes. A disabled parking placard generally belongs to the qualifying individual rather than to a particular vehicle, so you can use your valid placard when you are traveling in a rental car or another vehicle.

 

The placard should be displayed according to Florida law whenever you park in an accessible space.

What happens if I misuse a disabled parking permit?

Disabled parking privileges are intended only for people who meet the legal requirements.

 

Using a permit when the permit holder is not present, lending your permit to another person, using an expired or fraudulent permit, or improperly parking in an accessible space can result in fines, penalties, and possible confiscation of the permit.

 

Florida law also provides significant penalties for fraudulent use of disabled parking permits. Don't risk losing your parking privileges – or facing legal consequences – by allowing someone else to use your permit improperly.

How long does the whole process take?

In many cases, the medical evaluation can be completed quickly once we have the information needed to make a determination.

 

The time it takes to actually receive your permit depends on how quickly you submit your completed application and the processing time of the Florida Tax Collector or other issuing agency.

Do I have to leave my home?

Not for the medical evaluation.

 

Careborne provides the consultation online, allowing you to complete the medical portion of the process from home.

 

You will still need to submit the completed state application to an authorized Florida issuing location unless you are using another method permitted by the state.

What if I'm not sure whether I qualify?
